ITS "FEES" NOT BRIBE!

Applied for renewal of passport in Ghaziabad office and even received it on time, which was a pleasant surprise. However, what was not pleasant was the post-delivery visit of the police-wallah for verification. He took the required documents and asked for his "fee"- we tried giving him 100. He baulked at the offer and asked 1000. finally settled for 500. Now received a call from another "officer" who has gone to our previous address for verification, wants certain documents again and wants his "fee" to process the file. Why doesn't the govt. just legalise this "fee" so that we the givers don't feel guilty of bribing govt officials? The takers have long ago convinced their conscience that it is fee that they charge which is not a BRIBE!
