I think the main issue with government procedures is there are no clearly defined rules and in many cases there is no timeframe before which a task has to be completed. Any task has to go through multiple stages and each stage may take undefined amount of time. If you have lot of time you can use RTI.
In my case I just have one month and I need to get legal heir document. I have all the proofs and even my neighbors are willing to testify. I went to taluka office in Vijayawada and a guy named Joji is the head of this. As soon as I asked about this he immediately told me that the population of Vijayawada is 15 lakhs and it may take months or years to get the certificate. When I went there, his assistant is demanding Rs2000 from someone else. I realized that I was and NRI and demanded Rs5000. I have no option but to pay (Well I may have the option to fight back. so, I am part of the crime :( )
I wish he will suffer for his sins.
