Just for not having an yellow strip, I was asked to pay 2000 rupees and he din't have receipt as well. He just disappeared from the spot

On 30 June, around 8:30 AM, at Sardar Patel Naroda Dehgam Circle, I was not stopped for not having an yellow strip on head light.
Just for it, I was asked that my car will be detained and I will have to pay 4800 rupees.
I tried to bargain and he got ready for 2000 rupees with just receipt. He asked me to wait there and said he will come in 5 mins.
After that he just disappeared, and never came back.
So I want to ask to higher authority:
How can be 4800 rupees can be panelty for just a yellow strip not being on headlight?
Why my car was being detained for such a small reason?
Why I was not given any receipt for the fine I paid?
This is not exactly bribe. But after I was not given receipt, I am considering it as bribe.
