I wanted to build own house for my parents, so I bought land. To register this land, I had no option but to pay bribe because there was no other way i could have done it in time and the landlord would have sold it to somebody else. I am still not sure what can be done here. I was able to get my passport without bribing police (he asked for 'fee' ;) ), even thought it got delayed little bit. I felt I had a chance there but not in this case.
