Is this legal fee for Possport Verification

I had received call for passport verification from Badlapur Police station on 18th Dec 2014, then Next day I reach there and saw many other people are also there for the same. But I seen the Police officer ask for 400/- Rs post verification. No one ask the question why he take that money, as If any one ask the same he will not send his document to passport office and indirectly the common man suffer. I had also not ask question but now I want to raise the voice against this.
