I lost my licence in Chandigarh and had no document to commute in Delhi. Somehow I managed to come to my hometown (Agra) in hurry, taking out 2 days timen out of my schedule. Agra's RTO office was in chaos on that day, as usual. Finding no one to hear my problem, I asked an agent sitting outside to get my job done. He charged Rs 1000/- (Official cost: 200/-) and made everything smooth like a cake for me. I went directly to get my biometrics recorded and (as claimed by the agent) my licence was dispatched on the same day.
I wonder if someday every citizen of this country would get the same service without paying any commission or bribe.
