For Making A NOC for Transfer of 2 wheeler

I went to the RTO office 2-3 times , ********** Nagar Bangalore For Making the NOC. But I found hundereds of agents hovering around to do your work but the problem is u have to pay hefty amount of bribes. Then i came back tthinking some diffient ways to make it, but failed. Then i found one person who can take the documents and do it for me directly without going to the RTO Office itself.Because i wasted around 2/3 days of my office taking leaves which resulted nothing.The This Guy Took around Rs.1800-2000 for Making A NOC for Transfer of my 2 wheeler to Orissa. I have no idea how to resolve about these things.
