I needed some documents from Indian Medical Council for my college project. I went to their Delhi office. The actual cost of those documents was minimal, but the clerk their did not return the change. I am not sure the exact amount, and the receipt he gave did not reflect the money he charged. It was understood between us that the change was his bribe?
