Money for getting passport on time though it is our right

As part of passport application process, one police came to my home for identity verification , but I was not at home that time. Police told my parents that I have to ********** him at commissioner office. He wrote his name, dept and available time in a piece of paper and given to my parents.
The next day I went to commissioner office and met him. He asked few questions about whereabouts, studies, etc, when I felt the procedure is over, I asked him shall I leave. Then a in threatening voice he demanded that if you want passport on time (ie 45 days) you have to pay something, otherwise it can take years. Out of choice I have to pay 200 Rupees. The most sad part is that all these things happened at commissioner office.
