Money given to police officer to avoid delay in passport

To avoid unjustified delay in passport and avoid the harassment the police officer asked for bribe so that he will push my file to the nxt level. I had to pay money for something that I deserved. Forgot the name of the policeman otherwise I would have mentioned here.
