Money for Passport verification in police station.

Its an old story. The money i gave ********** be small but still i would like to share my experience how public people are treated in police station.
I applied for passport in the year 2002, I called for passport verification. The police station from my home is hardly 500 meter distance only.
I called by phone, every thing was perfect, But they made me to wait for an hour and sent me to order tea, snacks for the policemen in the nearby bakery. But in the bakery they didn't accept my order with out paying the money. So the money was paid by me. And I came back to the police station, and they check in my pocket how much money i had? and they took Rs.100/- from my pocket, and they said this is for the expenses to send my application back to the passport office.
