Money is visa to get passport

Me and my brother were about to get passports. The police came for verification. He didn't ask our names also. Just showed his hand. We asked how much. He said, 200. We gave him 200. He said, 200/passport. Then shelled out 200 again. He left. This was the transaction.

I reported 2 other bribes. Now I feel ashamed of myself for bribing. Thats why I fear to buy anything in India. I don't want to bribe, I don't want to take a bribe, I don't want to encourage bribe.
