All wine shop owners & Bar owners in Mumbai have to pay a monthly "amount" to the excise officer who visits their outlet. Even the havaldaar who comes to collect the monthly statement takes a few hundred rupees.
Perhaps the only shops & bars that are exempt are the ones owned by the excise officers & police themselves.
