Mortgage Permission not given when bribe not offered

We are having a institutional IT Plot in sector-136 whereby i requested the authorities concerned i.e. institutional noida authority situated at sector-6 noida. we had cleared all the dues of the authority including One Time Lease Rent also we have got the No dues certificate from the Accounts department of the Authority ( though on payment of Rs. 5000/- for the No Dues Certificate) we had applied for A mortgage permission from the institutinal deaprtment. Our application has been rejected on filmsy grounds that we will not give u mortgage permission unless the unit is functional. Then through a tout we had been asked to shell out Rs. 100000/- for the mortgage permission we had been forced to file a new letter for mortgage permission and we got the mortgage permission for the dame within 5 days of filing the new letter
