We needed NOC from Collector of Mumbai Suburban district for transfer of co-op society membership of a housing society. This is a society of govt officers and Collector did not spare a senior retired govt officer also. After adelay of six months and many visits to Collectors office, Collector shamelessly asked heavy bribe and collected it before issuing NOC. If someone checks Collector's bag at the end of the day, you may find lakhs of rupees each day in their bag collected as bribe.
