Municipal authorities not approving Non-availablity of birth certificate in Kadiri

I am trying to get non-availabilty of birth cert from kadiri and meeseva asked me to get the certs: 10th mark sheet, PAN Card, Passport Copy and letter.
Then the application was submited in kadiri Municipality
Kadiri municpal authorities told we will not accept the papers and application
I heard that the officer is keep pending lot of applications.
what should I do, should I pay bribe or should I wait? what my application is rejected?
