My electric metre

As they couldnot repair the metre for four months then they told me to pay a flat of 2000 per month ,then one day a squad came to visit and they said they way i am paying is illegal and they fined me 57800 and suspend to of the men of the deppt,then the squad people ask me to pay 15000 to get everything rolled,
