My retirement benefits

I am a retired employee in medical department.I have worked as Deputy District Medical and Health Officer.For getting of my retirement benefis the Office clerk demanded Rs.10,000.I paid him the money and my work has been finished within hours.I am very much ashamed of this.But without this it's very difficult to finish our works.
