My wife is a post graduate at GOvt. general hospital, guntur and she had to pay bribe to the clerk incharge just to get her stipend approved..
The irresponsibility and the careless attitude of the clerk amazed me....
I am sure the clek earns more than any honest IAS officer in the country..
