Name transfer for a Tax receipt of my new home

We purchased a house in bangalore. The tax was paid by the previous owner so needed to change the names on the tax records. One of my neighbor did the same one day before by paying Rs.200 so i Approached the local tax inspector. He asked me to come after 2 days. I went after 2 days and he said it will take Rs.500/. I told him my neighbor did it for lesser amount why are you asking for more. Is that not the amount fixed by government?. He told that its free of cost service but without him i cannot proceed. I told him i will not give it and after few days i asked him to do for the same amount 200 rupees but he denied and asked for Rs 1000 this time. I fed up and asked for the reason. He told that all the higher officials are changed now and they are asking to increase the cost of bribe and if you want you can try to do it with anyone else. He is the only in charge for my area so no other goes. I went to office and approched the other people in the near by desk but everyone said he is the person who should give a go ahead for this task. Atlast i paid him a 1000 and got it done in a day time.
I wish these processes and payments to be made online and every corners of government offices linked together so that a citizen avails all the services once he is done with the registration.
