Need To Bribe To File an FIR for loss of Wallet

I need to file an FIR for loss of my wallet.

For taking complaint I need to bribe of RS 1000 - only after that my complaint has been registered.

The police asked me bribe stating that I need to at-least 10% of the total sum lost ... The total sum has been calculated in such a way that (My ATM Balance, My Credit Cards Limit, Liquid Cash)

It is frustrating, however as I lost my PAN card and DL too , I had to apply an FIR.
