Need to pay bribe to get Home Loan?

When I got my home loan from ICICI bank, the valuation officer did manipulations with his report for which we need to pay his team sum of Rs. 10000 and Rs. 10000 extra for the loan officer.

Why can't we have fair system even in private banks?
