Needed renewed computerized passbooks in place of traditional ones

We possess a couple PPF accounts with old style manual passbooks in the HPO kanpur and needed new computerized passbooks instead, I placed my request and submitted my passbooks in original, the responsible clerk told me it will take a week. One week time was ok to me but it became a headache to me when after visiting several time and waiting for 6 weeks straight I still was waiting to get my passbooks back, when I had a tough talk with him he openly demanded for bribe if I wanted it quick, I had no choice but to pay him to get my passbooks back!!
It still took 2 more visits and 3 days to get my work done after paying the bribe. This is all when there always is an IAS ranking administrative officer (post master general) present in the HPO Kanpur!
There are several more case where you have to face such conditions in the government post offices, you even have to struggle to get new checkbooks, withdraw cash orhave to get an updated statement!
