We're real estate developers based in Vasco, Goa. Recently, one of our clients, who needed accommodation urgently had to suffer because his loan was held up due to the delay by the Registration Department in providing the Nil Encumbrance Certificate. As a rule, we have always been reluctant to pay bribes (to our disadvantage most of the time).. A very greedy lady named *******, delayed the issue of the NEC for 3 weeks, till we had to give in and send across Rs.500/- through our office boy. The Certificate was ready next day. It was still a good deal, as in Goa.. if u pay up, it is understood that they are STILL doing you a favour by doing the work our tax money is paying them to do.
In fact, things are so bad that recently, when a new Siemens factory was set up in Verna.. our ex minister Shr. ****** ******** asked them for a Rs. 5 crore bribe for an Electricity connection. THEY STOOD FOR WHAT IS RIGHT AND GOT A PRIVATE CONNECTION FROM RELIANCE. KUDOS.
