No bribe no passport

I was called for police verification at the police station when i applied for passport. after waiting a long i was called inside and i showed all necessary documents despite of that i was told to give the bribe as "CHAI PANI" expenses.
Unfortunately I gave the bribe so as to avoid inconvenience as i needed the passport urgently.
