No direction whatsoever, registration office is a huge mess

I was not willing to pay a bribe at all. My marriage was held at a temple and temple priests in most locations will not be in a position to give any sort of acknowledgement that the marriage was solemnized in front of them. When I went to the registration office, there was no clue whatsoever as to from where to start from (I had read all the provisions of Hindu Marriage Act before going). One guy pointed to some place and a peon to some other place. Someone told us to get an application from a typist in front of the office. Though I had the application filled, the office didn't accept that saying we cannot accept hand filled application and the format of the application also will not hold good for this office since I had picked up the application from another office inside the same state! Finally the typist made the application ready in the format for the local office and asked Rs. 500/- for the work. When I asked if his fees for preparing itself is that amount, he smiled and said I have to satisfy all the others inside. I was ********** off and told him if you had said this earlier, I wouldn't have processed and am unhappy. If he had a display board saying the fees for preparing an application was Rs.20/- etc, it was ok. Govt. or people who are against corruption should also direct the small private offices who does this govt. work to have the nominal display board clearly stating the fees and there should be a cross-checking process to that also.
