No driving licence until you give bribe, even if you know how to bribe.

I had to issue a driving licence , and for that we contacted an agent . I paid him a bribe of 1500 plus the charges applicable . I didn't know how to drive perfectly so i did such a mistake and i feel ashamed of it . But when i went to the RTO office i saw that even if a person know how to drive still that person had to pay bribe , otherwise no driving licence will be issued without that . For not giving any bribe i did not have to give any test and i got my driving licence .
I feel ashamed for what i did , and now i never pay a bribe , but person who has knowledge of how to drive still has to pay the bribe that is so ridiculous.
