No passport without bribe

Passport verification is at the mercy of the police officials and there is no doubt about it. I was called at the police station for verification and the person there was not convinced about one of the documents which I had presented. I was residing at my maternal grandparent's place at the time and electricity/phone bills etc were not adequate for proof. After consulting a gazzette officer I opted for an affidavit declaring my place of residence and this was a very legitimate proof. When i presented it to the office in charge of my verification, he looked visibly disappointed and made it clear that though the papers are in order things may still take time to process. I sensed it as a hint for a bribe. Reluctantly i offered him rs 100 and got my passport 45 days later.
