No receipt for EC fees collected

This happened in Dasanapura grama panchayti , sub registrar office.
I wanted to collect EC from 2002 to 2014.
A lady who was collecting the application forms for EC also collecting 150 for each application without issuing any receipts / acknowledgement slip.
EC's before 2004 should be collected at peenya office. one who does not have time had to pay 450.
Government should make a provision to collect the self addressed envelope and arrange for the same to sent by regd. post collecting nominal fees. We can not afford to take leave for every small work.
Please look into these issues urgently
