No use of getting the correct documentation

Despite getting all the documentation ready the concerned officer said that it would take 8-10 days to get the supply, which is ridiculous! What does he expect for a household to stay without electricity for 10 days, even after 4 days were spent in completing the formalities and getting the documentation ready? He called me again from 20 kms away to pay him 500 rupees and additional 200 is being asked to be paid tomorrow to get the meter fixed.
