NOC - No object certificate for transferring my motor cycle from NOIDA to Chennai

I fail to directly apply for getting my motor cycle NOC. officer sits in that cabin directly said you can only get the certificate from broker who sits outside and also fixied the amount as 2500, after 2 months when i moved to chennai, i got a phone from my broker who said, it is not possible to get your NOC because of signature difference. now i loose my money and i can't run my vehicle with out NOC. i don't know what to do.. can anyone here suggest what to do..please..
