Not issuing professional tax registration certificate

I applied for professional tax on march 2019 but due to technical issue i could not get acknowledgement no .when i asked customer care they ask submit your documents at your circle..i submitted documents 15 days back and did follow up till today. Every day they told a new story.Now their clerk today document has lost .now today i submitted document again with 500 bribe..hope i will get registration certificate in next couple of day..
