One time and in between

I paid an amount of Rs. 3,500/- four years back for a new connection, including service connection charges. The line man said I will get a receipt for the amount, which I did not get even after one month. When I approached the lineman again, he said I would get an electricity connection within a week. True to promise, I did get a connection to my home, without any electricity meter or other accessories. No consumer number, no receipt. I was told it was a procedure delay and shortage of meters. I used electricity for one year without any bill or meter. After one year the line man came and asked for a monthly cash payment of Rs. 300/- every month towards electricity consumed. I reminded him about my pending application for the connection, and he told me that I have already consumed electricity worth the amount paid by me to him, so in case I need a valid connection, I will have to hand over another Rs. 4,000/-. I did not do so and for the past three years I am using electricity without valid connection or meter and only paying cash Rs. 300/- per month to line man. I pay the amount in two or three instalments every year, when ever I am back in my village from my place of work.
