Pad Rs 700 for Pcc And Passport

I have paid a bribe of 400 rs for police clearance certificate And 300 for passport . if i will not give the money means then they will keep the file for pending.i have asked why you are taking the amount they said we have to give to head department
and we didn't have any proof to say that they are corrupted because they are police
