Paid 10 Rs for driving liscense photo

I was studying my hsc and have applied for two wheeler driving liscense. After my examination was completed successfully, i was waiting for my photo to be taken for more than 4 hrs. I wasn't paida bribe till then and also i am not aware how government works. So waited patiently. A guy asked Rs 10 to take my photo at *******
