Paid 1200, challan 200 and bribe 1000!

Bought a new flat in Chennai with some savings and bank loan. Electricity Board card was initially in the builder's name. To transfer the name into ours, we had to cough up Rs 1000 as bribe in addition to Rs 200, which is the prescribed fee for which challan is issued. The process was done by professional middlemen with connivance of the Builder and the Electricity Board. If we wouldn't have paid the bribe, can you convince me how or in what way the name transfer would have happened?
