Paid 1500 in Sivagiri registrar office for sale of property

I bought a land and went to Sivagiri registrar office for registering the transaction. I got the documents written by a document writer. The registrar had an arrangements with the document writers (there are couple of document writers in Sivagiri) to collect the bribes. Meaning the registrar will not collect the bribe directly, but the document writer will collect the bribe on his behalf and pay the registrar later in the day consolidating the amount for all the registrations that went thru the particular document writer on that particular day.

I was asked for 1500 as a bribe for the sale registration. I checked with few relatives who had recently done some land sale and got to know that they also paid and one guy who refused to pay was made to come to the registrars office 4 times and every time he was asked to "correct" something in the document. So, this poor guy ended up spending a similar amount on rewriting documents everytime he visited the registrar office. Also, the document writer advised me that this has been happening for years and there is no way to get this thing done without bribing. Finally, I paid Rs. 1500 to get the land sale registered.
