Paid 2000 Rs as I was not having NOC from Bangalore RTO

I shifted to Pune some 25 days back and I moved my car through Movers & Packers (**********) because I changed my company. So today a police constable asked for Rs 2000 for which he didnt gave Receipt as I was not having NOC from Bangalore but I got to know that for 3 months I can run my car with ********** Movers & Packers bill, but it didnt work. I had all the papers and told them I applied for NOC but he(Sapkal general Police not traffic police his mob number: ******* ) told give me 2000 Rs and go. Please help me in this.
