Paid 360 Rs to collect my passport which arrived in Speed post

MY Passport arrived in Speed post, and the person from who I haveto collect it wanted a reward pay of 350 Rs So that he can deliver it with out any problem.
He Says "Sir Ji ********** ghoomaye leke avunga,,, nai to agar miss hojata to kitna problem hoga...aapko to passport milgaya bahar ********** wale honge itne paise to bante hai humareliye ...********** kuch to hona chahiye..." and I had to pay to avoid any probems with delivery
