Paid bribe to broker

Since the process is not clearly laid out in the RTO office at Pune, there are at least 50 touts opertaing inside the RTO campus. They manage to get some official's signature so that you do not have to stand in the queue.
Bribery happens, because no clear rules/process is given out prominently in the notice board. No offical even helps you to explain the process.
