Paid bribe for brother's TGT joining in a school of Maharajganj

My brother got selected for Trained Graduate Teacher (TGT) in UP state education services through state level entrance test. On the basis of his written test marks and Interview result, he got a school in a far flung school of Maharajganj (just near to Nepal border). He went to Maharajganj District inspector of education (DIE) for taking his call letter, as the authorities are not sending letters directly to candidates at their postal addresses!!!! When my brother asked for the call letter, that inspector asked for a bribe of Rs. 50,000. My brother pleaded a lot as we belong to lower income middle class family and are not able to give so much money. But, he refused to give the letter and said that- He will send the letter to higher authorities at Allahabad, mentioning that they are not in need of any teacher at that particular school!!!! So, I paid the money on his behalf to that inspector. After taking this call letter, he went to school at Maharajganj. This school was a semi-govt school, which is run by a managemnet commitee. The head of this commiteee again demanded bribe of Rs 50,000 from my brother in lieu of giving him joining letter. This time, my father went with my brother and again pleaded & requested a lot for giving the joining letter to join the school. When he denied at all, both my father and brother called me again and told me this situation. I was astonished and anger strucken on such demands by those govt officials who are sitting in very far-flung and educationally backward areas of India!!! Finally, that head of committee gave joining letter after taking Rs 40, 000 from my brother. The story does not end here. Brother was asked to give donation in near future for constructing buildings, etc of school. Also, recently my brother paid Rs 3000 more for opening the account of Salary bill to a Lekhadhikari in Education office at Maharajganj. Hope, he will not be asked for paying more money for this PRECIOUS job!!!
