Paid bribe for closing an application submitted 6 months back

Had to pay bibe to close the application submitted to them for 6 months. Paid this todo their job ,with out which the paper was lying with them for 6 months. Above that they said with out the bribe if they go by rules the tax would be too high, The taxes they put on property is not by books but just their will only :)
