Paid bribe to get Cidco noc

I purchased a property in Navi Mumbai recently.
We wanted to apply for a home loan. Hence we required a NOC from CIDCO. First of all we had to pay a big fee in DD which was more than 1% of the flat amount as a fee to CIDCO for transfer of name. Why is it required when the stamp duty and registration is paid ?
Second to get the NOC the lawyer told that we need to pay 8000 to lawyer separately which would be passed to registrar / cidco office as a bribe apart from lawyers fees.
I enquired about this from various other lawyers and agents in the area and all said the same thing. Cidco fees is only about 500rs but the rest is bribe about 7000rs.
Had to pay this to get the work done as there was no other option to get the work done because the employees at the Cidco office did not guide how to get it done on my own.
Please do a surprise visit at the Cidco office and check this.
Don't want to diclose my name but want action to be taken on the employees hence giving u wrong contact details. But do plan a surprise checkto find the malpractices happening here and please correct this to help the poor people.
