Paid bribe to get a import exemption License for my Software company

We are registered under STPI and required a new License from Kolhapur Excise office for claiming exemption on excise duty on the hardware purchase.
We were forced to make a deal and paid Rs. 25,000 to get it done under 15 days. Had no choice because the hardware would not ship until we have a license.
We denied a further demand of Rs. 2000 per computer on arrival (for the inspection).
The Govt. of India issues the Import Exemption License to encourage software companies. These companies in turn earn foreign exchange. This is a nice scheme but the implementation is utter failure. instead of welcoming people and granting them licenses, companies are compelled to pay bribes to even obtain one!
