Paid Bribe to get MSME Registration for our office

We wanted to get our company registered under Micro Small & Medium Enterprises & for that we approached the District Industries Centre (Govt. Tools Room) in West of Chord Road, Rajajinagar where we got the application form & filled the same. They asked us to pay an amount of Rs. 5000/- but refused to give us an receipt for the same. We told that we cannot pay Bribe then they reduced the amount to Rs. 3500/-. They told that if you go directly then there will be lot of delays & a team will inspect the place & it is not sure that Registration will be given or not. We were forced to pay Rs. 3500/- as Bribe to get the MSME *******
