Paid bribe to get OD.

I got a seat in PG so i had to submit original degree certificate during counselling compulsory which i didn't have with me. So went to university and asked concerned authority to issue the OD urgently. He shamelessly demanded the bribe exactly double the cost of actual fee to apply OD.....I felt to slap on his face ..... But Iam helpless....:(
