Paid Bribe to Get Passport Renewal Clearance

I applied passport renewal in Washington DC Embassy office mid of 2010 and they send a clearance to my native Passport office of Bhubaneswar. There are no responses about 2 months from Bhubaneswar office to DC office, where it was expected to get a response within 5 business days.
When I enquired in Bhubaneswar office they told different story each time (like we haven't received any request or we have already send the response long back ... ), till I paid a bribe to get the job done, and DC office received the response immediately and my friend also get a copy in person immediately after he paid the bribe in behalf of me.
The job was done in minutes, which got hold from months.
HARASSMENT: I was waiting to travel to India from US and also schedule a US VISA extension interview in INDIA and was waiting for months just to get a clearance and get harassed, traumatized, and tensed for few months about uncertainty which bring to us by the passport officer from Bhubaneswar office for 4000 rupees.. They played with life, too bad days.
