Paid bribe to get the Transcripts

I applied for transcripts of my mark sheet for visa purpose and higher education. I was told that it may take 2-3 weeks to get the same. The clerk asked me Rs.5000 for fast processing if i want to get it on same day. I negotiated the price and it was finalized at Rs.2500.
After paying the said amount i got it delivered at my home within a week time.
There is no fees to get the transcripts i guess but since its something which is required when applying for higher education so the clerks take bribe to issue the same.
