Paid Bribe to get vehicle driving license

There is an online test that is conducted In RTO Office before we get a license.
You are allowed to write the test ( They would write it for you even if you have prepared for the test ) only if u pay 500. You can get the license only if you pay another 500 even if you drive well during the driving test.
