Paid bribe for just getting an application form for cpmt

The application form for cpmt (pre medical test) should have been available at allahbad bank branch , but the level of corruption in the country has steeped so low that the branch manager sold the application forms to some book depots for commission . I went to all the branches of bank in the cities and complaint to whoever I can but no responses.Then atlast to save my years of hardwork I found about a book depot which was selling the already costly application form of Rs 1080 at Rs 1250 ,so paid a bribe of Rs 150 for just an application form.
